Scooters have seen an enormous increase in popularity in many places. The scooter I refer to here is not the light motorcycle, but the one which is defined as ‘a child’s foot-operated vehicle consisting of a narrow footboard mounted between two wheels tandem with an upright steering handle attached to the front wheel’ (Merriam Webster Dictionary). This definition is clearly due to be revised because these days scooters have a huge adult following, and following is probably what initially led to its adoption. Parents must have thought that running after their scooting child was not the best way to go and decided to get their own stick-and-wheels.
Scooters are no longer just toys and used for leisure only. Increasingly they are used, by young and old alike, as a means of transport. The appeal is easy to explain: they allow you to go faster than pedestrians, are arguably more fun and do not require the high-level balancing skills that, for example skateboards do. What’s more, when scooting, you burn more calories than when walking. Another plus is that current foldable models are easy to bring along on public transport and are thus ideal for the stretch from the station to your home or workplace.
In most countries scooter users are considered as pedestrians and therefore belong to the pavement. This, however, comes with certain perils. Well-designed scooters can easily make up to speeds of 30 km/h whereas the average pedestrian walks at about 5 km/h. This tremendous discrepancy is a potential threat to the safety. The pavement, which is normally separate from the road for faster traffic, such as motorised vehicles and bicycles, is being transformed from a place where dog faeces used to be the main menace to one where all traffic users need to be alert so as to avoid collisions.
In some places, for this reason, it is forbidden to use scooters in certain especially busy pedestrian areas. In several countries traffic laws have been amended to account for the special mixed status of scooters. Rules there stipulate that older scooter users (above 16 years old) should consider themselves cyclists and behave as such. In yet others, the type of scooter, in particular the size of the wheels because those influence the speed most, is used to determine whether rules for pedestrians or cyclists should be followed. Ultimately, not only scooter users, but also all participants in traffic need to be responsible and considerate, and aware of the potential dangers they pose to other traffic users.
